Thomas Showalter, NYEC Director

 

 

 

Thomas Showalter (Thomas.showalter@nyec.org) is an expert on education and workforce policy and related areas (disability policy, juvenile justice, antipoverty programs), as well as Congressional politics and processes. As the director of the National Youth Employment Coalition, Thomas sets the organization's direction and strategy, working with the board of directors, and lifts up promising strategies and practices of NYEC members. Before coming to NYEC, Thomas advised advocacy organizations and foundations on communications and strategic planning at The Hatcher Group, a Bethesda-based communications firm. He also spent almost five years on the majority staff of the U.S. Senate Health, Education, Labor, and Pensions Committee, working for chairmen Edward M. Kennedy (D-MA) and Tom Harkin (D-IA). With the committee, he contributed to the passage of several pieces of legislation, including the Serve America Act of 2009 and the Health Care and Education Reconciliation Act of 2010, and was a negotiator on proposed reauthorizations of the Elementary and Secondary Education Act and Workforce Investment Act. He is a court-appointed special advocate for a young man in the DC foster-care system and holds a religion degree from Swarthmore College in Pennsylvania.

 

Kate O'Sullivan, NYEC Consultant

Kate worked at NYEC from 1995-2008. She built NYEC's hallmark quality standards effort, the Promising and Effective Practices Network (PEPNet). She contributed to numerous NYEC policy initiatives, including efforts related to the development and implementation of the federal Workforce Investment Act (WIA). As an independent consultant since 2008, she has helped networks and funders -- public and private, at the national and local levels -- to develop, deliver, support, assess, and improve youth employment programs and systems.

 

Don Spangler, NYEC Consultant

Don has served as policy advisor to the Philadelphia Youth Network, one of the nation's leading youth workforce intermediary organizations, since its inception in 1999, where he developed extensive expertise in WIA youth activities and related aspects of youth education, employment and training.  A long-time chair of NYEC's Policy and Legislative Working Group, Don also has considerable state-level experience in youth-related issues, serving as policy director for the Pennsylvania Department of Education where he helped to lead statewide reform efforts focusing on high schools, career and technical education, and youth employment.
